HAWTHORNE, Calif. — SpaceX is laying the groundwork to do for mobile phones what Starlink already did for home internet: deliver coverage anywhere on the planet, no towers required. Company leaders have outlined a plan to turn Starlink into a true mobile service, and the pieces are steadily falling into place.

The ambition builds on a network that already works. Starlink's direct-to-cell satellites let ordinary phones connect from dead zones, and the service has grown from text messaging into data. Now SpaceX wants to scale that from an emergency backstop into a network that competes head-on for everyday customers.

From satellites to a full network

The strategy rests on two assets few rivals can match. The first is the constellation itself, which recently passed 11,000 satellites in orbit and continues to expand with each launch. The second is spectrum. SpaceX agreed to acquire 65 MHz of wireless licenses from EchoStar, giving it the airwaves to build out ground infrastructure that pairs with the satellites overhead.

SpaceX president Gwynne Shotwell has described the vision plainly, saying the company will build out a terrestrial layer and aims to make Starlink a genuine mobile service. Instead of blanketing the country with expensive cell towers, SpaceX envisions a large number of lower-cost base stations working alongside Starlink dishes, an approach that plays to the company's strengths in manufacturing and vertical integration.

Next-generation satellites are coming

The current direct-to-cell service is only the starting point. SpaceX plans to launch next-generation Starlink mobile satellites in 2027, with upgraded performance the company has described as dramatically better than today's capability. Those larger, more powerful spacecraft are designed to fly on Starship, whose growing payload capacity is central to scaling the constellation.

That connection between Starship and Starlink is a recurring theme in SpaceX's roadmap. As the company pushes Starship toward routine flight, detailed in its work toward the vehicle's first orbital missions, it unlocks the ability to deploy far more capable satellites far more cheaply, a flywheel that competitors relying on smaller rockets cannot easily replicate.

Why it could work

Skeptics note that 65 MHz is modest next to the vast spectrum holdings of the big carriers, and that competing on urban capacity will be hard. But that may misread the opportunity. Starlink's edge is coverage, reaching the places terrestrial networks never will: oceans, mountains, rural highways, disaster zones. For hundreds of millions of people and devices, universal connectivity is worth far more than another bar of signal downtown.

SpaceX has already shown the model can win partners, powering satellite features for major carriers and expanding into airlines and maritime customers. More on the program is available through Starlink's own official site. Each new deal builds the base for the standalone service to come.

The through-line is consistency. SpaceX said it would make reusable rockets work, and it did. It said it would build a global internet from orbit, and it did. Now it is telling customers it will put a cell network in the sky. Given the track record, betting against Starlink becoming a phone network looks like the riskier position.
